I was in south Sri Lanka two weeks after the Tsunami hit and although the place was pretty messed up the people there were doing a lot for themselves to get up and running again. No out of the ordinary health risks or other probs. Roads had re-opened.

Suggest you spend some of your time out there lending a hand if you can.

I stayed in Ahangama at a place called easybeach guest house - right on the beach and up and running again. Really great place and people.
